Some are priced slightly higher than others are. Some sites are offering free instructions on how to do it yourself. They are describing it as a craft.

Some sites are offering a personalized touch and suggesting giving it as a house-warming gift. It seems it depend on how you present it as to how it will be taken. The rolls that are put into a clear plastic bag with a colorful tie or ribbon are tastefully done. The ones with the detailed images are tastefully done. They would rank higher if they had the plastic bag and colorful tie.

If you have a sewing machine and know how to embroider, you can find the instructions and do it yourself. You can draw or choose a pattern for the design that best suites you or someone you would like to give it to. You can set it up in the restroom for display or wrap it and send it to an un-expecting friend. Apparently, embroidered toilet paper is making a big hit.
